Zlatibor County Characteristics

Basic data and geographical position

Zlatibor Region is situated in the southwest of Serbia, at the three-border point of the Republic of Serbia, Republic of Montenegro and Bosnia and Herzegovina and it covers the territories of 10 municipalities: Arilje, Bajina Bašta, Čajetina, Ivanjica, Kosjerić, Nova Varoš, Požega, Priboj, Prijepolje and Užice. Its total area is 6,172 km2, which is 11% of the total area of the Republic of Serbia, and which makes it one of the largest regional districts of this type.


Indicators of human development and specific socio-demographic and economic-demographic indicators

In terms of the so-called human development, measured by the Human Development Index, in comparison to the average HDI for Serbia which was 0.811 in 2005, ZR belongs to the group of regions with a medium HDI. Of all the municipalities in Serbia which are, according to many surveys, ’undesirable for living’, there are two in ZR, i.e. Prijepolje and Priboj.


Technical infrastructure

Important roads and railway lines go through this region, connecting northern parts of Serbia and Belgrade with the territory of Montenegro and the Adriatic Sea. In ZR, there are 4,095 km of roads, of which 48.2%  are with modern roadways (the average percentage for Serbia is 62.1%, which are statistics for 2005). There are 528 km (12.9%) of state roads of the first rank (’motorways’), of which 485 km are with modern roadways, i.e. 91.9% (in Serbia, these percentages are 13.2% and 98.5%, respectively). There are 714 km (17.4%) of the state roads of the second rank (’regional’), of which 520 km are with modern roadways, i.e. 72.8% (in Serbia 26.9% and 95.6%, respectively). The length of municipal (“local”) roads is 2,853 km (69.7%), of which only 968 km are with modern roadways, i.e. 33.9% (in Serbia 59.9% and 42.3%, respectively). Railway infrastructure is at the low technical and technological level and is not competitive in terms of regional and European standards.


In terms of technical and technological development of economy, whereas the participation of activities with low technology in the Republic is 36.4%, in ZR it is 20.1%, of those with medium technology it is 45.4% and in ZR it is 571%, and of the activities with high technology it is 18.3% and in ZR it is 22.8%. In terms of its foreign trade, the economy of this region is highly export-oriented and it is constantly making a surplus in this area.


Agricultural production

Agricultural production is developed according to the natural characteristics of this region, although insufficiently considering the potentials, so that the most developed and most widely represented sectors are: cattle-raising (cow and sheep raising), fruit-growing (plums, apples and small berries – over 90% of raspberry production is exported); and tillage (potatoes).



Zlatibor Region is among the regions of Serbia with the most developed tourism, i.e. with the highest potential for tourism development. Its participation in the total tourist circulation in Serbia is about 15%. The number of tourists per capita is 0.7 for ZR (which is the highest number in Serbia). In the period 2001 - 2004, the number of arrivals increased by 8.3%, the number of tourist days decreased by 12.6%, just like it happened with an average length of stay of tourists by 19.3%.



Potentials of Zlatibor Region:

Geographical position which is on the way to the Adriatic Sea (Montenegro) and Bosnia and Herzegovina (Belgrade-Bar railroad, the motorway leading to the Adriatic, etc.).
